Shibuya Introduces ¥2,000 On-the-Spot Littering Fine

From June 1, 2026, people caught littering in Shibuya Ward can receive an immediate ¥2,000 fine. The rule applies to tourists and residents in one of Tokyo's busiest shopping and entertainment districts.

Shibuya Ward began imposing an on-the-spot ¥2,000 fine for littering on June 1, 2026.

The measure applies to visitors and residents. Enforcement staff may collect the fine using cash, credit card or supported QR-code payment methods.

Shibuya includes Shibuya Crossing, Center-gai, Harajuku and other heavily visited shopping and nightlife areas. Officials introduced the rule after continuing problems with discarded cans, bottles, cigarette ends, food containers and other street waste.

Public rubbish bins can be difficult to find in Japan. Travellers should keep a small bag for personal waste and carry rubbish until they find a suitable bin at a station, convenience store, hotel or other facility that accepts it.

Visitors should also follow local restrictions on street drinking and smoking. Rules can differ by street, time and designated zone, so posted signs and instructions from enforcement staff should be followed.
