Japan Introduces Bicycle Blue-Ticket Fines

From April 1, 2026, Japanese police can issue blue-ticket fines for a wide range of bicycle traffic violations. The system applies to riders aged 16 or older and is relevant to residents and foreign visitors using rental bicycles.

Japan began applying a blue-ticket penalty system to bicycle violations on April 1, 2026. Police can issue administrative fines for many offences that previously often resulted only in warnings or more complicated criminal procedures.

The system applies to bicycle riders aged 16 or older. Reported fines generally range from ¥3,000 to ¥12,000 depending on the violation.

Examples include ignoring traffic lights or stop signs, riding against the permitted direction, unsafe sidewalk riding, using a phone, holding an umbrella, riding one-handed, using headphones in an unsafe manner, carrying an unstable load, sudden or improper braking, riding a bicycle without adequate brakes and illegal parking.

Cyclists should normally ride on the left side of the roadway. Sidewalk riding is allowed only where signs permit it or where a legal safety exception applies. When using a permitted sidewalk, cyclists must give priority to pedestrians and travel slowly.

The rules also apply to tourists and rental bicycles. Riders should check local signs because prefectural rules can add requirements concerning headphones, umbrellas and other behaviour. Wearing a helmet is strongly encouraged, although riding without one is not itself included among the reported blue-ticket fines.
