Kyoto Raises Accommodation Tax from March 2026

Kyoto City introduced revised accommodation-tax rates on March 1, 2026. The charge is calculated per person, per night and increases with the accommodation price, reaching up to ¥10,000 for the most expensive stays.

Kyoto City revised its accommodation tax on March 1, 2026. The tax applies to guests staying at hotels, ryokan, guesthouses and other taxable accommodation within the city.

The amount is charged per person, per night rather than per room. The revised system uses several price bands, with higher-priced accommodation attracting a larger tax. The highest band can reach ¥10,000 per person for one night.

The accommodation tax is separate from the room price, consumption tax and any bathing tax charged by an onsen facility. Depending on the booking platform, it may be included in the displayed total or collected separately at check-in or check-out.

Kyoto says the additional revenue will support measures related to sustainable tourism, congestion, visitor services, infrastructure and the preservation of cultural heritage.

Travellers should check the final price conditions when booking, especially for groups and multi-night stays. The applicable tax is normally based on the accommodation charge for each individual guest before meals and optional services, according to the city's rules.
