Japan’s New Tax-Free Shopping Refund System Is Now in Effect
For eligible purchases made on or after November 1, 2026, visitors pay the tax-inclusive price first and complete customs confirmation at departure to receive the consumption-tax refund. Visit Japan Web is available at seven major airports.
Japan’s tax-free shopping system changed for eligible purchases made on or after November 1, 2026. Instead of receiving the consumption-tax exemption at checkout, visitors now pay the tax-inclusive price first and seek a refund after customs confirms at departure that the goods are being taken out of Japan.
Eligible purchases generally total at least ¥5,000 before tax per store per day. The goods must leave Japan, and travelers should keep them available for customs inspection. Refund procedures must be completed within 90 days of purchase.
At Narita, Haneda, Kansai, Chubu Centrair, Fukuoka, New Chitose and Naha airports, travelers can use a refund kiosk or complete customs confirmation through Visit Japan Web using the dedicated Wi-Fi in the international departure lobby, before security. Set up Visit Japan Web before reaching the airport procedure area.
Allow extra time before check-in, especially if carrying tax-free items in checked baggage: customs confirmation should be completed before handing those goods to the airline. If the system requests inspection, present the goods to customs. Check Japan Customs guidance for the latest procedure and eligible items.
